Floor 2 can't get an address

Monday morning. Every PC on floor 2 shows a 169.254 address, so nobody up there can reach anything. Floor 1 is fine. The DHCP server lives on floor 1 and nobody has touched it, or so they say. Three settings are wrong. Some settings that look odd are fine.

PC-3 can ping DHCP-SRV
